Common Reasons for Cyber Cell Lien on NRI Accounts
- Suspicious Transaction Links
- If your Indian bank account is found linked to a transaction under investigation—such as an online scam, fraudulent investment, crypto trade, or gaming transaction—the Cyber Cell may direct the bank to mark a lien.
- Third-Party Fraudulent Activity
- Even if you are innocent, your account may be temporarily frozen if someone who sent or received money from your account is involved in a cyber fraud case.
- Cross-Border Financial Activity
- International transfers or crypto-based P2P exchanges involving Indian accounts often trigger cyber investigation alerts due to money-laundering prevention laws.

Legal Basis Under BNSS 2023
Under the Bharatiya Nagarik Suraksha Sanhita (BNSS), 2023, which replaced the Criminal Procedure Code (CrPC), certain sections now regulate the seizure and release of bank accounts during cybercrime investigations:
- Section 185 & 187 BNSS, 2023 authorize the Investigating Officer (IO) to seize or restrict access to digital assets, including bank accounts, if they are suspected to be connected with an offence.
- However, such actions must be supported by a written order, and the account holder has the right to seek a copy and file a representation for release of lien if not directly involved in the crime.
- Section 357 BNSS, 2023 also allows compensation and restitution to victims, ensuring funds are protected while maintaining fairness to account holders.
How NRIs Can Check If the Lien Was Placed by Cyber Cell
- Through Net Banking or Bank Visit
- Log in to your online account to see if “lien,” “no debit,” or “hold” appears.
- Visit your home branch or contact the bank’s Nodal Officer to get details of who requested the hold.
- Request for Acknowledgment Number
- Banks must provide a reference ID (e.g., acknowledgment number or FIR number) indicating which cyber police station issued the freeze order.

- Once you know the FIR or acknowledgment number, email or call the concerned Cyber Crime Unit to confirm whether your account was frozen under an investigation.
- Use National Cyber Crime Portal

Steps to Remove the Lien for NRIs
- Submit a Formal Application to Cyber Cell
