How to Check if Lien is Placed by Cyber Police
1. Check Your Bank Statement or Net Banking

Log in to your net banking or mobile banking app.

If your account is frozen or under lien, you will usually see terms like:

“Lien marked”

“Hold amount”
-
“No debit”
-
“Account under investigation”
-
“As per police instruction”
-

The frozen amount and reason (in short) may be displayed in your account summary.
2. Visit Your Home Branch

Visit your bank branch where your account is registered.

Ask the Branch Manager or Nodal Officer for details of the lien.

They can confirm whether the lien was placed:

By the Cyber Crime Department,
-
By a court order, or
-
Due to an internal compliance issue.

Ask for the acknowledgement number or reference ID (e.g., 22xxxxxx, FIR No., etc.) associated with the freeze order.
3. Ask for the Source of the Freeze Order

Banks must keep a record of who issued the lien request.

If it’s from a Cyber Police Station, the freeze order will usually include:

Police Station name (e.g., PS Cyber Crime, Ghaziabad)

FIR number
-
IO (Investigating Officer) name
-
Contact number or email ID
-
4. Contact the Cyber Cell
Once you have the details:

Contact the respective Cyber Cell via phone or email.

Provide:
-
Your bank name and account number (last 4 digits)
-
Reference number / Acknowledgment number / FIR number

A request for clarification about the freeze reason.

You can write an email or a formal application requesting details or NOC (No Objection Certificate) for unfreezing.
5. Use the National Cybercrime Portal
Visit https://www.cybercrime.gov.in

Log in with your mobile number.
-
Go to “Track your complaint” section.

Enter your acknowledgement number received (if you ever filed or if your name appears in any case linked to your account).

This helps confirm if any cyber complaint is registered involving your bank account.
6. RBI Ombudsman / Legal Verification (if no clear reason given)
If the bank refuses to share details or delays your request:

You can escalate the matter to the Bank’s Nodal Officer in writing.

If no response within 30 days, file a complaint with the RBI Ombudsman online.

You may also approach a Cyber Crime Advocate for filing a representation under BNSS (Bharatiya Nagarik Suraksha Sanhita, 2023) to seek direction for release of the bank lien.

Bank Passbook or Statement

Any message/email received from the bank

Proof of legal transaction (e.g., UPI/NEFT/crypto trade receipt)

Communication with buyer/seller (if the issue is from a P2P or trade)
Under BNSS 2023
As per BNSS (Bharatiya Nagarik Suraksha Sanhita, 2023) which replaces CrPC:

Section 185 and Section 187 deal with seizure of property, bank accounts, or digital evidence by investigation officers.

A lien or freeze can only be made through a written order by an Investigating Officer during an investigation of an offence.

You have the right to seek a copy of the order and apply for release (de-freeze) if you are not directly involved in the offence.
